Lotus’ Ten West Link Receives Record of Decision

PHOENIX, Arizona (November 22, 2019) – DCR Transmission, LLC (DCRT) announced today that its “Ten West Link” transmission project received a Record of Decision (ROD) from the U.S. Bureau of Land Management (BLM). The action solidifies BLM’s preferred alternative route that emerged from the environmental analysis conducted under the Federal National Environmental Policy Act (NEPA) and allows for right-of-way authority where the project crosses Federally-managed land in Arizona and California.

“This is a significant milestone for the Project since it gets us one step closer to strengthening a critical section of the Western electrical grid”, said Himanshu Saxena, CEO of the company. “We will now focus on seeking state approvals in Arizona and California and on starting construction on this key energy infrastructure project that will improve regional grid reliability and efficiency.”

The ROD concludes a four-year environmental review during which time, the BLM solicited feedback from numerous stakeholders including government agencies, environmental organizations, city and county leadership, Tribal entities, landowners and general public. BLM’s analysis identified all potential impacts and advanced a route that maximizes regional benefits while minimizing environmental impact. About Ten West Link. Ten West Link transmission project is a proposed new 500 kV electrical connection between substations in Tonopah, Arizona and Blythe, California. It will create beneficial new energy infrastructure that will improve power system economics, electrical grid efficiency and reliability, enhance operation flexibility while facilitating development of new renewable energy and storage resources in Arizona and California. The Project spans 125 miles, and uses Department of Energy’s Energy Corridor, BLM-designated utility corridors, and avoids the Kofa National Wildlife Refuge and all major population centers. The project is managed by DCR Transmission, LLC – A joint venture led by affiliates of Starwood Energy Group. The Project is expected to be operational by the end of 2021.
